Baden-Württemberg-STIPENDIUM (BWS) and Regional Development Policy Component (REK)

The Baden-Württemberg-STIPENDIUM (BWS) and the Regional Development Policy Component (REK) of the Baden-Württemberg Stiftung are awarded annually to students at the Heidelberg University of Education and at cooperating universities abroad. The scholarship is an award for particularly qualified students. In addition to excellent performance, particular emphasis is placed on social and intercultural competence. The foundation supports both international students on a study visit to the Heidelberg University of Education and students from Baden-Württemberg on a visit to a university abroad.

The Baden-Württemberg-STIPENDIUM is a funding programme of the Baden-Württemberg Foundation that has been supporting the international exchange of students and young professionals since 2001. It is aimed both at young people from Baden-Württemberg who would like to go abroad and at international students who are to study in Baden-Württemberg.

Particularly qualified students of the Heidelberg University of Education.

  • Study and research stays abroad, usually lasting 4 months (BWS Normal Programme)
  • Study visits in the Master's programme in Special Education, usually lasting 4 months, at the Paro College of Education in Bhutan via the Regional Development Policy Component (REK)
  • from 800,- Euro per month

  • good knowledge of the language of the target country or the language of instruction at the partner university (B2)
  • Commitment to the university and/or intercultural, social or other commitment beyond the study programme is desirable

Advice on the study project and the application procedure from the coordinators of the international partner universities and the head of the International Office, Ms Henrike Schön, is strongly recommended.

Applications for a Baden-Württemberg-STIPENDIUM are made via the online portal BWS-World. An individual profile must be created.

Each file name must be labelled with the applicant's name (e.g. CV_Mustermann.doc).

The letter of motivation is an essential part of the application in which students introduce themselves to the selection committee of the Heidelberg University of Education and the Baden-Württemberg Foundation. In addition to the personalised text, the following points should be noted:

The documents can be sent in paper form or by e-mail to the International Office.

Only complete applications will be accepted.

There is no legal entitlement to a scholarship.

Irrespective of the application for a Baden-Württemberg-STIPENDIUM, the nomination and the application for the study place at the partner university take place. The procedures and application deadlines of the universities must be observed.

The selection procedure is carried out at the Heidelberg University of Education. Based on the submitted applications and reviews, applicants are invited to a personal interview after an initial selection.

An independent committee of the Heidelberg University of Education decides on the success of the application.

The application is then forwarded to the Baden-Württemberg Foundation in the form of a selection proposal. The foundation makes the final decision on the awarding of the scholarships and, in the positive case, sends a scholarship confirmation via BWS-World.

Students have certain obligations during a study visit.

  • Signthe scholarship agreement and upload it to BWS-World
  • Finalise the Learning Agreement
    → Agree the courses with the home university and the partner university
  • Comply with the Learning Agreement
    → Complete courses as planned
    → Discuss and document any necessary changes
  • Comply withthe obligations of the scholarship agreement
  • Communicate with partner and home university
    → The universities must be informed immediately in writing if the studies have to be interrupted or cancelled
  • Prepare experience report
    → PDF by e-mail to
    → upload to BWS-World
  • Transcript of Records (ToR) of the partner university
    → by e-mail to
    → Overview of grades for the services provided
    → serves as official proof of the study visit from the partner university
    → necessary for the recognition of academic achievements at the home university

Funding from the Baden-Württemberg-STIPENDIUM programme is conditional on proper study at the partner university, the completion of courses offered by the partner university and their recognition at Heidelberg University of Education.
